There isn't always someone on, but you can get a reply within the day (unless EVERYONE is very busy). Welcome to the forum. If you haven't read the rules, please do.
I like that you edited your post rather than posting another one. Most users just double post, which we don't like.
Visit any megaman game section and you can start an RP there. I can just about guarantee that if you keep it going, there will always be someone posting, unless it gets miserably boring, which hasn't yet happened. Make one, and I'll probably join in.
By the way, you can make a character in your profile (just fill out the character sheet) and then you add that character in the Character info post wherever you start your RP.
